Background:


The RCAF maintains a unique aircraft maintenance construct designed to support military operations under conditions of unlimited liability. In contrast, Canada’s civil aircraft maintenance industry operates under commercial standards and regulatory frameworks. To ensure operational effectiveness and efficiency, the RCAF seeks to understand how its technician training and development structure compares with industry best practices and identify opportunities for alignment where feasible.


Objective:


The RCAF seeks to compare Canada’s civil aircraft maintenance industry to that of the RCAF. This Statement of Work (SOW) is to map all of the National Occupational Standards (NOS), logbooks, and databases of tasks and Elements of Performance (EoPs) to identify alignment and divergence between civilian Aircraft Maintenance Engineer (AME) categories and RCAF aviation technician trades. This work will influence the Occupational Analyses decision space and support the RCAF adoption and integration of AME foundational training while safeguarding military unique requirements.

The Technical Authority (TA) requires industry to plan and facilitate working groups, compile occupational mappings, and produce a detailed gap analysis and recommendations.


Key Responsibilities:


• Develop roles and responsibilities, methodology, timeline, tools/templates, deliverable formats, and a communications plan, and present these in a project kick‑off meeting with stakeholders.

• Map existing RCAF and civilian industry training processes for each trade.

• Provide a subject‑matter gap comparison between Canada’s civil aviation maintenance industry training and the training and professional development of RCAF aircraft maintenance technicians and superintendents.

• Facilitate joint advisory groups and occupation‑specific working groups (WGs) with RCAF AVN Tech, AVS Tech, ACS Tech, and/or AM Supt SMEs. Confirm SME participation, meeting cadence, and logistics.

• Perform analysis of RCAF and civilian technician training and development processes, recommending potential solutions and scenarios, providing trade‑off information, and suggesting courses of action supported by organizational improvement opportunities and best‑practice research.

• Prepare and present findings, status updates, and other relevant information to project stakeholders at each established milestone.

• Maintain effective communication via email, phone, video teleconferencing (VTC), D365 Teams, and in‑person meetings, as required for project coordination.

• Make all necessary preparations to actively participate in meetings or conferences convened by the project team. This may include informal discussions or formal presentations, depending on the requirements of the meeting.




What you must bring to this role:


  • Must have a Transport Canada (TC) Aircraft Maintenance Engineer (AME) licence, AME-M category, with M2 rating or higher.
  • Must have minimum of 96 months (8 years) of aircraft maintenance experience within the last 144 months (12 years) in Canada’s civil aviation maintenance environment.
  • Must have experience performing First Line (daily operational), and Second Line (heavy/in-depth) aircraft maintenance
  • Must have a minimum of two (2) years experience in project management and in overseeing all phases of the project.
  • Must currently hold a valid Reliability-level clearance with the federal government of Canada through PSPC.
