The incumbent in this class assists management to achieve safe, effective, and efficient operations in the Fire Department through the development, implementation, delivery, and monitoring of a professional training program, encompassing all aspects of the fire service. The incumbent will observe and comply with all Federal and Provincial requirements (e.g. BC Training Playbook and WorkSafe BC), local government and department policies, and safety practices. The Training Officer will be responsible for assisting Chief Officers to maintain discipline and morale in the Fire Department and other related duties, as assigned. The work is evaluated in terms of the effectiveness of leadership, teaching skills, mentorship and the success of departmental training programs. The incumbent supports the Department’s core values of safety, respect, teamwork, and customer service.

• Assist in the design, development and implementation of fire service training programs including both paid‑on‑call recruit and career probationary training programs;


• Mentor and coach department staff to facilitate learning and enhance staff morale;


• Ability to observe and evaluate others and provide constructive feedback to improve performance;


• Assign and monitor training responsibilities to career fire officers, firefighters and paid on‑call training officers;


• Instruct in various aspects of emergency fire services and proctors examinations as required;


• Attend emergency incidents to monitor and evaluate adherence to safety requirements and assess the performance of staff under emergency conditions;


• Attend emergencies to support and assist the Incident Commander and act as the Incident Safety Officer;


• Maintain the training library, training aids and training facilities;


• Research changes and make recommendations related to fire service equipment and methods of operation and ensure present programs are current and relevant;


• Maintain confidentiality of all records and performance for training conducted;


• Prepare requests for resources to meet training goals;


• Ensure all relevant OG’s and Job Performance Requirements (JPR’s) are current and meet the intent of BC Structure Firefighters Competency and Training Playbook;


• Attend and chair training officer meetings and other relevant meetings as required;


• Attend training seminars and workshops to stay current in all aspects of fire service operations and training;


• Attend external committee meetings and liaise with other fire departments on training programs;


• Assist with fire pre‑incident planning program;


• Maintain professional competency through professional development, continuing education, networking, instructional development and delivery, and membership in professional organizations;


• Perform other related duties as assigned.

Working Conditions

The incumbent in this class will normally work the standard work week of Monday to Friday from 8:30 a.m. to 4:30 p.m., with a one‑hour unpaid meal break. The incumbent will be required to respond to work schedule changes on short notice and overtime as assigned. The incumbent shall be flexible in their hours of work to accommodate pre‑scheduled weekend and after hours assignments related to training and/or Department meetings. The incumbent will be expected to attend Paid on‑Call practice night. The incumbent must be of good health and satisfactorily meet the requirements of the job and work outdoors regardless of the weather. The incumbent may be required to travel in the performance of duties. The incumbent will have union dues deducted from source in accordance with the Collective Agreement.

Preferred Qualifications and Experience

• Completed IC 300 course;


• Completed the Incident Safety Officer Course from a recognized institution;


• Completed post‑secondary courses relevant to the position.

Required Qualifications and Experience

• Must have at least 6 years fire fighting experience including extensive experience in instructing;


• Must have completed Grade 12;


• Must have completed NFPA 1001 (National Fire Protection Association) Fire Fighter Levels 1 and 2;


• Must have or be able to obtain NFPA 1021 Fire Officer Level 2 within one year of start date;


• Must have successfully completed NFPA 1041 Fire Service Instructor Level 2;


• Must be currently certified as a BC Fire Service Evaluator (certified for BC Structure Firefighters Competency and Training Playbook);


• Must be physically fit and maintain the standard of fitness required by the Department;


• Must be in possession of a current First Responder Level III License (including AED and spinal endorsement) and a current CPR Level C certificate;


• Must be in possession of a valid Class 3 BC Driver's License and Air Brake endorsement;


• Extensive knowledge of training and instruction techniques and methods used in adult education and staff training;


• Extensive knowledge of the methods, procedures, and practices used in fire fighting, and the methods used in emergency rescue and emergency medical aid work;


• Extensive knowledge in the operation of all fire apparatus and equipment;


• Extensive knowledge of the emergency scene management using the Incident Command System (ICS);


• Extensive knowledge of building construction and fire service hydraulics;


• Considerable knowledge of the Fire Department and City rules, policies, and operational guidelines;


• Considerable knowledge of relevant computer software programs used by the Department (e.g., FDM, Word, PowerPoint, etc.);

• Ability to plan, develop, and deliver training programs, courses, presentations, and demonstrations;


• Ability to prepare and maintain a variety of comprehensive records and reports;

Salary: 75.93 (2026 Rate)
