The Department of Infrastructure (INF) provides high quality services to the public and Government of the Northwest Territories’ (GNWT) departments, boards and agencies including the planning, design, construction, acquisition, operation and maintenance of public transportation infrastructure and the buildings, works and equipment required for the GNWT to deliver its programs and services. INF makes essential petroleum products available for sale to the public where these products are not provided by the private sector, and promotes the development and increased use of energy efficient technologies. INF also regulates electrical and mechanical safety services and licenses individuals and vehicles operating in the territory.
The Senior Policy Analyst provides high-level strategic policy leadership within the Department of Infrastructure, supporting territory-wide infrastructure, transportation, energy, procurement, and asset management programs. Reporting to the Manager of Policy, the position works independently on complex and often high-profile files within a legislative and Cabinet decision-making framework. The role directly supports departmental alignment with Executive Council and Financial Management Board (FMB) direction and contributes to GNWT-wide strategic initiatives. The position operates at a senior advisory level, influencing policy, legislation, corporate planning, and intergovernmental coordination. Given the Department's broad mandate, including public buildings, transportation systems, energy programming, environmental remediation, fleet management, and long-term capital planning, the role requires strong cross-departmental collaboration and strategic foresight. Key skills for success in this position are advanced research and analysis, attention to detail, strong writing, and ability to work under pressure with shifting deadlines and priorities.
Key Responsibilities:
- Direct influence on GNWT legislation, strategic direction, and infrastructure investment planning.
- Engagement with Cabinet-level processes and Executive Council decision-making.
- Leadership in harmonizing territorial policy with federal legislation.
- Strategic oversight of major infrastructure, transportation, and energy policy frameworks.
- High degree of independence on complex, politically sensitive files.
- Cross-cultural and intergovernmental collaboration within a Northern governance context.
Key Qualifications:
- Bachelor's degree in business/public administration, public relations, law or a related field with at least five (5) years of broad professional experience in policy development and
implementation, communications development and evaluation of policy and/or legislation. - Master's in business/public administration, public relations, law or a related field with at least three (3) years of broad professional experience in policy development and implementation, communications development and evaluation of policy and/or legislation.
- All other equivalencies will be assessed on a case-by-case basis.
