Job Description
The Department of Finance has the mandate to provide leadership and direction to the public service in all areas of finance and human resource management. This mandate includes negotiating major financial arrangements with the federal government, providing analysis and advice to the Financial Management Board, and ensuring that financial and information resources are managed effectively, efficiently and economically. This mandate also includes the recruitment and retention of a competent public service that is representative of the people it serves and the development of programs and services that effectively serve the human resource needs of the public service.
Job Information
The Government of the Northwest Territories is seeking a highly skilled Senior Financial Analyst to provide expert financial management, analysis, and technical guidance across the Department of Finance and the Department of Executive and Indigenous Affairs. This role ensures compliance with Generally Accepted Accounting Principles (GAAP), Public Sector Accounting Standards (PSAS), the Financial Administration Act (FAA), the Financial Administration Manual (FAM), and all departmental policies and procedures.
This position also plays a critical role in the management and reporting of tangible capital assets, supports specialized reporting for internal and external audit requirements, and contributes directly to strategic decision-making at the senior management and Financial Management Board levels.
Key Responsibilities
- Lead departmental budget development, including business plans, main estimates, capital/revenue budgets, and preparation of financial briefing materials.
- Provide ongoing financial analysis, forecasting, variance reporting, and strategic advice while ensuring accuracy of monthly and annual financial results.
- Manage Financial Management Board (FMB) submissions and ensure compliance with financial policies, legislation, and long‑term budgeting requirements.
- Oversee revenue management and third‑party agreements through accurate coding, reconciliation, variance reporting, and financial guidance to program staff.
- Manage tangible capital asset (TCA) reporting, conduct compliance reviews, and administer the Emergency Evacuation Payment Program, including staff oversight, community coordination, and emergency financial support.
Key Qualifications
- A Bachelor of Commerce or Business with a major in Accounting, and three (3) years of directly related experience.
Education Equivalencies That Will Be Considered
- A Master's degree in Accounting or Business Administration, Chartered Professional Accountant with three (3) years of directly related experience.
