Job Description

We're seeking RQ Software Developer - Senior for the Ministry of Public and Business Service Delivery and Procurement. This onsite role at 222 Jarvis St, Toronto, Ontario (5 days/week, 8:00-5:00 PM) develops high-scale distributed systems using Spring Core, Docker/Kubernetes, microservices, and cloud infrastructure across 255 business days from Feb 23, 2026 to Feb 23, 2027 (extension probable).

Duration: 255 business days

Extension: Probable after the initial mandate

Hours: 7.25 hours per day (8:00-5:00 PM, Mon-Fri excluding lunch)

Must Haves

• 10+ years of development experience in high-scale, distributed systems.
• Strong expertise in backend frameworks such as Spring Boot, , or .NET Core.
• Proficiency with Docker, Kubernetes, and containerized application management.
• Knowledge of API gateways, service discovery, and load balancing in cloud environments.

Responsibilities
Required to translate technical systems specifications into working, tested applications. This includes:

• Developing detailed programming specifications.
• Writing and/or generating code.
• Compiling data-driven programs, maintaining, and conducting unit tests.
• Resolves and troubleshoots technical problems which arise during the use and operation of software packages, including technical assistance in implementation, conversion and migrations.

General Skills

• Experience in programming and analysis; specialized software package support at the specified experience level.
• Ability to collaborate with IT Professionals throughout the Software Development Life Cycle.
• Experience in structured methodologies for the development, design, implementation and maintenance of applications.
• Experience in design, code, test, debug and document applications.
• Experience in the use of object and/or third generation language development tools.

• Experience in application design, latest design patterns, deployment and troubleshooting.
• Experience with relational and hierarchical database technologies.

Desirable Skills

• Knowledge and experience with programming Internet-ready applications.
• Knowledge and experience in rapid application development (RAD) methodologies.
• Knowledge and understanding of Information Management principles, concepts, policies and practices.
• Experience with middleware and gateways.
• Experience reviewing, analyzing, and modifying product installation scripts including encoding, testing, debugging.
• Ability to provide post-implementation support and resolve any post-implementation technical issues.
• Experience conducting design walkthrough sessions with project team.
• Knowledge and understanding of Accessibility for Ontarians with Disability Act (AODA) and related regulations and standards.
• Ability to provide user and system documentation as required.

Experience And Skill Set Requirements
Required Skills & Experience - 60%

• 10+ years of development experience in high-scale, distributed systems.
• Strong expertise in backend frameworks such as Spring Boot, , or .NET Core.
• Experience with Microservices architecture and API development.
• Hands-on experience with SQL (MySQL, PostgreSQL, Oracle) and NoSQL (MongoDB, Cassandra) databases.
• Proficiency with Docker, Kubernetes, and containerized application management.
• Experience with CI/CD tools (Jenkins, GitHub Actions, Azure DevOps, or similar).
• Knowledge of API gateways, service discovery, and load balancing in cloud environments.
• Strong understanding of cloud infrastructure (AWS, Azure, or GCP).
• Experience implementing security best practices for cloud-based applications.
• Proficiency in Git, GitHub, GitLab, or Bitbucket for version control.
• Strong problem-solving skills and experience optimizing high-traffic backend systems.

Preferred Qualifications - 30%

• Experience with serverless computing (AWS Lambda, Azure Functions).
• Knowledge of event-driven architectures (Kafka, RabbitMQ, Azure Service Bus/Event Grid).
• Familiarity with cloud monitoring & logging tools (Azure Application Insights, Prometheus, Grafana).
• Performance tuning and optimization in high-traffic, distributed environments.
• Cloud certifications (AWS, Azure, or GCP) are a plus.
