Job Description

Reporting to the Vice President, Bids and Proposals, the Pre‑Construction Director is accountable for the leadership, oversight, and validation of all estimates for proposals, bids, and, when required, projects in progress. The Director leads the estimating effort by setting priorities, allocating resources, and ensuring that estimates are delivered on schedule and ready for management review.



This role provides functional and people leadership to the Vancouver‑based pre‑construction team, including senior and lead estimators, and works in close collaboration with national estimating leadership to align standards, strategy, capacity, and workload.



Responsibilities: 



Operational Management
  • Supervise estimators
  • Implement, revise, and update data banks
  • Manage bid priorities by considering the division's strategic direction
  • Establish the bidding schedule
  • Assess workload
  • Identify the risks and constraints of the call for tenders
  • Define the subcontracting strategy
  • Confirm costs related to quantities prepared by estimators
  • Lead the file transfer meeting to operations when the contract is obtained
  • Prepare the bid review
  • Establish lasting contacts with subcontractors and suppliers
  • Participate in meetings for the start-up of service offers and follow-up executive meetings
  • Liaise, communicate, and meet deadlines among stakeholders
  • Ensure estimating approaches reflect Western Canadian market conditions, delivery models, and regulatory requirements.
  • Ensure compliance with ISO processes
  • Participate in the closing of bids
  • Be aware of upcoming projects to plan the workload

Requirements

  • Hold a bachelor's degree in civil or construction engineering and/or a combination of equivalent experience & training
  • Eligible for registration or registered with Engineers and Geoscientists British Columbia (EGBC), or equivalent provincial association
  • Have a minimum of 15 years of relevant experience in estimating major projects and/or urban works
  • Strong communication skills
  • Be based in the Vancouver region and available for in-person collaboration with the team and key stakeholders
