Manager, Projects Strategic Infrastructure

The Department of Infrastructure (INF) provides high quality services to the public and Government of the Northwest Territories’ (GNWT) departments, boards and agencies including the planning, design, construction, acquisition, operation and maintenance of public transportation infrastructure and the buildings, works and equipment required for the GNWT to deliver its programs and services. INF makes essential petroleum products available for sale to the public where these products are not provided by the private sector, and promotes the development and increased use of energy efficient technologies. INF also regulates electrical and mechanical safety services and licenses individuals and vehicles operating in the territory.

This position is located in Yellowknife and reports to the Director of Strategic Infrastructure. The role is responsible for managing strategic, large-scale, technically complex infrastructure initiatives across the Northwest Territories (NWT), that are in the $3 billion to $6 billion range and are subject to a project duration of 5-10+ years. These projects are subject to elevated levels of political involvement and increased levels of public scrutiny, require meaningful and ongoing collaboration with Indigenous governments, and are subject to rigorous environmental and regulatory processes.

Responsibilities:

  • Lead project planning activities including technical scoping, scheduling, budget, cash flows, risk assessment, and resource planning for major transportation corridor projects.
  • Coordinate the preparation of project briefs, business case inputs, and technical materials for GNWT approvals.
  • Lead the development, review, and approval of project scopes, technical designs, and procurement strategies.
  • Coordinate interdisciplinary inputs, including engineering, environmental, regulatory, financial, and stakeholder considerations.
  • Develops, in collaboration with communities and local development corporations and/or contractors, plans to help maximize local/northern involvement, training and business development opportunities associated with the projects.
  • Ensures consultant and contractor compliance with GNWT technical standards and guidelines.

Key Qualifications:

  • A degree in Civil Engineering, or related discipline and 5 years of project management experience including 1 year of experience in major project development.
  • A Civil Engineering Technology diploma, or related discipline, and 7 years of project management experience including 1 year of experience in major project development.
  • All other equivalencies will be considered on case-by-case basis.
